Lurie Seeks $34 Million to Offset Impacts of H.R. 1 on Medi-Cal and CalFresh

San Francisco Budget Proposal to Hire New Staff

Mayor Daniel Lurie is proposing a budget that, if approved, would lead to the hiring of 154 new staff members. Their roles would involve managing paperwork, assisting San Franciscans in job searches, and delivering job training programs.

Lurie mentioned that restrictions would only affect new applicants for benefits like CalFresh and Medi-Cal. Existing beneficiaries would only face new requirements during their recertification process. To ease the impact of stricter federal guidelines, he plans to allocate $34 million to support staff retention and help residents navigate the upcoming changes necessary to keep receiving federal aid.

“Federal budget cuts are making it tougher for people in San Francisco to access healthcare and afford food,” Lurie stated. “This budget aims to safeguard our social safety net so that residents can maintain the benefits they depend on.”

Trent Lawler, the executive director of the San Francisco Human Services Agency, criticized the federal bill, describing it as “death by bureaucracy.” He remarked that the new requirements seem designed to limit access to healthcare through Obamacare, calling it a “sinister approach” to reversing a significant domestic policy achievement over the last forty years.

If the budget is approved, recruitment for the new positions won’t start until July, after it passes through the Board of Supervisors. Approximately half of the new hires would directly interact with clients, assisting with job searches and ensuring ongoing communication to track monthly progress. The remaining staff would serve as “employment training specialists,” guiding individuals in selecting appropriate classes to enhance their job skills.

Lawler’s team is focused on safeguarding recipients of Medical and CalFresh who may be vulnerable to losing their coverage, emphasizing that this additional staffing will be essential to “mitigate the harm” that the authors of HR 1 are trying to inflict on potential beneficiaries.
