Merz describes the challenges in Europe as significant during his first trip abroad.

France and Germany are set to revitalize their relationship, with Emmanuel Macron and Friedrich Merz aiming for a “new push for Europe.” They discussed this during Merz’s first visit as the new German Prime Minister.

At a press conference held in Paris, Merz emphasized that re-establishing Franco-German ties is vital for a safer, more competitive, and united Europe. He remarked, “We can only meet these challenges if France and Germany collaborate even more closely than before,” highlighting their agreement on a new Franco-German initiative for Europe.

Macron mentioned the establishment of a joint defense and security council, which will convene regularly to enhance defense cooperation and investment. Additionally, they plan to coordinate economic reforms, he noted.

The traditionally strong Franco-German alliance, known for advocating European projects, has faced challenges lately, particularly after the collapse of the previous three-way alliance led by former Prime Minister Olaf Scholz.

Merz’s confirmation as prime minister followed a turbulent start on Tuesday, and he aims to strengthen Europe’s defense amid the ongoing war in Ukraine. There are also growing concerns regarding the US’s commitment to European security under former President Trump.

Merz also expressed a desire to reshape relations with Germany’s key European partners. He aims to be a “very European prime minister,” especially in light of recent EU developments. Jana Puglierin from ECFR Think Tank noted a cautious optimism regarding Merz’s plans to centralize foreign and European policies under the same party, but pointed out that Congress will need to approve his initiatives.

While in Poland, Merz urged all EU members to ramp up defense spending to effectively support Ukraine and address capacity gaps. He indicated a desire to discuss European nuclear deterrence with France and the UK. When asked about Germany’s role in Ukraine peace talks, Merz referenced established partnerships with France and the UK, expressing interest in involving Poland as well.

Macron indicated that France and Germany maintain close ties, showing unwavering support for Ukraine. He raised the critical question of whether Russia is prepared for a long-lasting ceasefire, which he believes is essential for building a stable peace.

Merz expressed hope for a permanent ceasefire but acknowledged that it requires ongoing US involvement, stating that this is not something Europeans can handle on their own.

Analysts see the relationship between Macron and Merz as a significant shift from the previous dynamics with Scholz, noting Merz’s business background and his support for European, transatlantic, and Ukraine issues.

Macron congratulated Merz, saying, “We will strengthen Franco-German bonds more than ever” and expedite efforts on the European agenda regarding security and competitiveness for all Europeans.

Merz is perceived as more amenable than Scholz regarding sending German long-range missiles to Ukraine and potentially deploying German troops for peacekeeping operations. The new German Union Agreement emphasizes “strengthening friendships” with France and Poland.

The agreement asserts the need for close alignment among the three nations on European policy to act cohesively for the EU’s benefit.
