Mike Johnson's new memo to House Republicans challenges Democratic misconceptions about the shutdown.

Partisan Tensions Escalate Over Potential Government Shutdown

The upcoming government shutdown has sparked a fierce messaging battle, as outlined in a memo sent by Mike Johnson, Chairman of the Republican National Committee. This memo, shared with House Republicans, stresses the importance of countering Democratic narratives while also maintaining party unity.

In a memo titled “Denying Democrats’ Shutdown Democrats,” Johnson encourages Republicans to keep pushing back against claims made by Democrats. He emphasizes that, without partisan policy changes, the Republicans are responsibly advancing a clean 24-page resolution that preserves current funding levels through November 21. The aim? To avoid a government shutdown and ensure essential services and benefits continue smoothly.

Conversely, Johnson critiques Democrats for allegedly perpetuating a misleading narrative regarding a potential shutdown led by them. He references past Democratic positions, which framed government closures as “dangerous” and “disastrous,” especially for veterans and families.

Notably, the memo addresses Democratic assertions that Republicans aim to dismantle healthcare for millions. Johnson reassures GOP lawmakers that the current funding extension does not involve any policy changes, and that healthcare programs remain secure. He also accuses Democrats of attempting to leverage government funding as leverage in unrelated policy debates.

Democrats, including House Minority Leader Hakeem Jeffries, are advocating for government funding plans that reinstate Obamacare subsidies, which expired at the end of 2025. They are also proposing an alternative funding bill to eliminate Medicaid reforms enacted during the Trump administration.

While some Republican leaders are open to discussing the expansion of Obamacare, they remain resistant to integrating such proposals into a short-term funding solution. The memo further pushes GOP lawmakers to lambaste the Democratic proposals which they claim include perks for “illegal aliens” and funding for “liberal news outlets.”

In response to Democratic accusations that Republicans are using federal employees as leverage, Johnson insists that if a shutdown indeed occurs, the responsibility will lie with the Democrats for refusing a sensible resolution. The memo concludes with a reminder that a nearly unanimous GOP vote had already supported the short-term funding bill in the House.

Senate Republicans are anticipated to revisit the bill this week, with the looming deadline of midnight on October 1. If that deadline isn’t met, a partial government shutdown seems inevitable.
