Daycare Center Manager in Minneapolis Faces Fraud Charges Amid Community Scrutiny

A manager at a daycare center in Minneapolis, Minnesota, is fighting allegations of fraud, coinciding with heightened scrutiny within the local Somali community as investigations ramp up.

The Quality Learning Center drew attention when citizen journalist Nick Shirley reported that during a recent visit, he found the doors locked, no vehicles in the parking lot, and no children around.

Ibrahim Ali, who manages the center, stated that they care for about 80 kids and employ 25 staff members. He adamantly denied any fraud, attributing a misspelling of “Quality Learning Center” to a mistake made by a graphic designer.

In response to Shirley’s footage, Ali defended himself, questioning if the intent was to link Somali names with fraud.

Following the release of the video, the nursery received significant public attention. One local resident remarked that they had never seen any children entering the facility, believing it had been closed for an extended period.

Ali further argued that Shirley had visited before business hours, asserting that 16 children were present in the building later that afternoon. A woman at the center, who arrived around 2 p.m., firmly claimed, “There is no fraud in our house. That’s a lie. I don’t want to talk to you. I want to talk to a lawyer.”

Shirley has garnered significant attention for his video revealing fraud allegations in Minnesota. He mentioned his work exposed over $110 million in fraudulent activities, emphasizing the urgency to hold accountable those he believes are corrupt.

Meanwhile, reports surfaced that the Department of Homeland Security (DHS) is investigating child care and other fraudulent activities in Minneapolis, as confirmed by DHS Secretary Kristi Noem.

Tikki Brown, the director of the Minnesota Department of Children, Youth, and Families, expressed concerns about some methods shown in Shirley’s video but stressed the seriousness of the fraud allegations it raises.

Officials from Democratic Governor Tim Walz’s office indicated that he has made efforts over the years to combat fraud, particularly following the renewed public interest in the matter after Shirley’s video went viral.
