Most Americans Oppose Democratic Efforts to Close the Government

The Majority of Americans Oppose Government Shutdown by Democrats

A recent New York Times/Siena poll reveals that most Americans do not support calls for Democrats to shut down the government. This shift in opinion may come later than expected—maybe even under the cover of night, as the investigation indicates.

According to the survey, 65% of respondents felt that Democrats should not pursue a government shutdown, while only 27% disagreed. Interestingly, Democrats themselves appear split. Among them, about 47% believe that a shutdown might be warranted if their demands go unmet; however, 43% argue it shouldn’t happen.

Additionally, 59% of independents are aligned with the majority of Republicans in thinking that the government should remain open.

This survey, conducted from September 22 to 27, 2025, included 1,313 registered voters from across the country.

Republican leaders have consistently claimed that the continuing resolutions (CRs)—which they argue aren’t tied to any new programs—are a straightforward approach. They believe Democrats are trying to shape the narrative into a political message aimed at Republicans. Rep. Chip Roy (R-TX) explained, “They want to set up a political message for the Republicans, so they’re discarding a lot of other issues.”

Roy went on to state, “The message for Republicans is clear. Let’s fund the government as Democrats once did. I believe a continuous resolution will help us move forward during President Biden’s term.” He asserted that Democrats appear eager to engage in conflict over health care and the continuation of COVID-era subsidies.

“They want a message to amplify the attack,” the lawmaker commented, adding that if Republicans are directing their focus on health care, Democrats aim to flip the script.

Rep. Dusty Johnson (R-SD) echoed this sentiment, asserting during an interview that Democrats are perpetuating government challenges through “COVID-era giveaways.” He stated, “COVID has been gone for five years. If Congress remains inactive, these extra tax credits will expire soon. Democrats intend to leverage the short-term funding package to secure ongoing COVID-era benefits.”

When asked about the possibility of a government shutdown, President Donald Trump remarked, “Nothing is certain, but it seems likely as they aim to provide medical care to undocumented immigrants, potentially harming the health system for everyone else in our country.”

Trump added, “When we indicated that they couldn’t do that, I didn’t observe any shifts in their position.”
