The effort includes both Democratic lawmakers in battleground districts and left-leaning lawmakers in safe districts, one of the people said.
Sources said the letter is now being circulated mainly at parliamentary level, with lawmakers closely monitoring the major decisions they are considering.

Democrats are now questioning whether Biden is the best candidate to defeat Trump, who is widely seen as a threat to democracy.
The dam broke on Tuesday afternoon, when Rep. Lloyd Doggett, Democrat of Texas, became the first sitting member of Congress to publicly call for Biden to drop out of the race.

“My decision to publicly express these strong concerns was not made lightly and does not in any way diminish my respect for all that President Biden has accomplished,” Doggett said in a statement. “Unlike President Trump, I know that President Biden’s first commitment has always been to our country, not himself, and I expect him to make the painful and difficult decision to withdraw. I respectfully call on him to withdraw.”
Hours later, two of the election’s most vulnerable Democrats, Reps. Jared Golden (D-Maine) and Marie Grusenkamp Perez (D-Wash.), came out publicly to say Biden would likely lose to Trump.

“He’s definitely not backing down,” a Biden campaign official told Fox News Digital in response to Democrats’ concerns.
Biden’s allies have noted in recent days that he has been in contact with Democratic leaders in Congress, given an interview with ABC News and taken steps to ease concerns, including holding a news conference in the coming days..
