NATO Secretary-General Rutte meets Trump following his discussion with Zelenskyy.

Trump Announces Zelenskiy Visit, Discusses Ukraine Arms Policy

On Wednesday, President Donald Trump confirmed that Ukrainian President Volodymyr Zelenskiy is set to visit the White House, following the cancellation of talks with Russian President Vladimir Putin.

“We have canceled the meeting with President Putin,” Trump stated during a press briefing. “I just didn’t feel it was right for me. I didn’t think I was going to achieve what I needed to, so I decided to cancel. But I do plan on discussing it in the future.”

He also elaborated on his stance regarding arming Ukraine with Tomahawk missiles, a consideration he had alluded to earlier in October. “Learning to operate the Tomahawk takes a tremendous amount of time,” he explained. “It’s a powerful and precise weapon, which complicates things. It takes a year of intensive training to learn how to use it effectively, and we’re not in a position to train others right now. That’s probably not feasible at this point.”

During his visit to the White House, Rutte mentioned he was there to explore ways to help bring the war to an end, adding that “a peace plan is not on the table.” He indicated that his primary objective was to discuss how NATO and its allies could best support efforts in Ukraine.

Trump has expressed a desire to prioritize resolutions to the conflict between Russia and Ukraine, particularly after a cease-fire in the Middle East. Ahead of his White House meeting, Rutte noted that the goal was to build on the positive momentum following a peace deal in the Middle East. “After the success in Gaza, I reached out to the president to set up a meeting in Washington to talk about making his vision for peace in Ukraine a reality,” he shared.

Rutte expressed confidence in Trump’s ability to drive this initiative forward, stating, “I have full confidence in President Trump. He is the only one who can accomplish this.”

Rutte has made several trips to the White House during Trump’s second term, including visits earlier this year. NATO has continuously supported Ukraine since the onset of the conflict with Russia in 2022, providing military supplies and assistance. In previous meetings, European leaders, alongside Zelenskiy, attempted to facilitate peace negotiations.

Trump has previously suggested that European nations bear much of the responsibility for securing Ukraine against future Russian threats. In the context of ongoing peace negotiations, Ukraine has sought NATO membership, but Trump has consistently rejected that option. Meanwhile, Russia has insisted on Ukraine remaining outside NATO and has made territorial demands.

In light of recent discussions, Trump seemed to pull back from his earlier statements about arming Ukraine with Tomahawk missiles. “I’d prefer they not have to use them,” he remarked. “Honestly, I want the war to end, because we are working toward that.”

Moreover, Trump’s position on whether Ukraine should relinquish land it lost during the conflict has shifted. He initially stated that the country could recover its territory, but has returned to his earlier viewpoint. “They can negotiate something in the future,” Trump commented. “But I’ve advised them to stop fighting and return home. It’s time for that.”

This change in rhetoric followed Trump’s recent conversation with Putin, which led to the cancellation of their scheduled meeting in Budapest this month, after a phone call between Secretary of State Marco Rubio and Russian Foreign Minister Sergei Lavrov.

A senior official noted that their discussions were productive and that no further meetings involving Trump and Putin are planned for the near future. However, Trump has expressed uncertainty about Ukraine’s chances of victory against Russia. “They might still win. I’m not so sure, but there’s a possibility,” he said.
