Corruption Charges Against Former San Francisco Human Rights Head

Prosecutors allege that a homeless nonprofit funneled $10,000 to the son of a prominent figure in San Francisco’s civil rights community. This payment was made for creating five slides for a panel that his mother, Cheryl Davis, moderated. Davis, who previously led the San Francisco Human Rights Commission, signed a substantial contract worth millions with the same nonprofit.

She was arrested on Monday facing multiple charges related to public corruption tied to the Dream Keeper Initiative, a controversial $120 million effort aimed at supporting the city’s black community.

Davis reportedly holds a city contract exceeding $3.5 million with the Homeless Children Network, a San Francisco nonprofit providing various services to vulnerable families. Allegations suggest that this organization made over $140,000 in questionable payments to her son, identified as Henry Davis.

This amount included the aforementioned $10,000 for producing “five presentation slides for a panel” and preparing answers for potential questions that might arise.

In less than three years, Henry received a total of $140,000 for his research services. While he hasn’t been accused of any wrongdoing, prosecutors noted that these payments created a perception of “fraud and unfairness.”

The contract supposedly allowed him to set his own pay and define the work he would complete, raising flags regarding potential conflicts of interest, since payments were deposited into a shared account between Hannah and her son.

However, authorities are uncertain about the specific sources of the funds, positing that many records from the nonprofit are largely paper-based and unreliable.

Davis faces charges for what prosecutors describe as a “pervasive pattern of self-dealing,” resulting in her indictment on 17 felony counts and two misdemeanors after an 18-month investigation led by the San Francisco District Attorney’s Office.

In addition, her partner, James Spingola, has also been arrested, accused of four felony counts for allegedly facilitating her actions. Reports claim that Davis utilized Spingola’s nonprofit, Collective Impact, as a financial drain for high-profile events, restaurant purchases, and other lavish expenses.

Documents indicate that costs were shared between the Homeless Children Network and Collective Impact, which reportedly included $10,000 paid for speaking fees to Sonya Curry, accolades to various artists, and significant amounts for other high-profile engagements.

Ethics watchdogs have expressed concerns that Davis did not properly reveal her close relationship with Spingola while directing city funds to his charity, which has received around $8.5 million in city grants from 2021 to 2024.

The previous human rights commissioner has also been scrutinized for spending department funds on extravagant events, including a $2.1 million party in Philadelphia, which accounted for various lavish expenditures.

In 2023 and 2024, Collective Impact reportedly “paid more than $45,000 to or on their behalf” of Davis’ son, according to prosecutors.
