NYC bill would ban AI use in elections to manipulate

The City Council’s new bill would make it a crime to misuse artificial intelligence and other technology to sway local elections, the Post reported.

Rep. Julie Menin’s bill, scheduled to be introduced Wednesday, would ban videos, mailers, audio recordings and other campaign materials that are “intentionally manipulated to depict a candidate’s words or actions” that never occurred. It turns out.

The ban applies to New York City elections for mayor, public defenders, comptroller, borough president, and city council.

It targets the misuse of technology in the final 60 days before each election, a period when most ads run and voters pay close attention to race.

Violators face up to one year in prison and a $2,500 fine.

Menin, a Manhattan Democrat, told the Post he wants to ban the misuse of AI in politics in the Big Apple before it becomes an issue like it is in other parts of the world.

“The proliferation of AI-generated images and videos is raising major concerns about their use in political campaigns,” she says. “Deceptive images can erode media literacy and negatively impact the electoral process.”

She added that such manipulation of election materials is “unacceptable and must be prohibited.”

Some states already have laws in place, including California, Minnesota, Texas, and Washington. Criminalize the sharing and creation of “deepfake” content Sexual images of others that influence elections or are digitally manipulated.

There are no such laws at the national level that protect campaigns from the misuse of AI.

December, Menin Introduced a non-binding resolution It calls on the Federal Election Commission to ban political candidates. “Using deceptive artificial intelligence” to sway voters.

Political advertising using AI tools like ChatGPT and DALL-E is already flooding ad campaigns both here and abroad. They include fake images of Republican presidential candidate Donald Trump resisting arrest and his wife Melania screaming at police.

So far, the most notorious example of AI abuse in New York politics was published online last month in which Manhattan Democratic leader Keith Wright bashes state Rep. Ines Dickens (D-Manhattan). It is a fake recording that contains expletives.

“She’s finished,” the AI Democratic Party leader says in a shocking voice. “I dug a grave for her and she rolled into it. Fk she is bh she is. Lazy. Incompetent.”

The video began circulating just days after Wright’s son Jordan announced he was running for Dickens’ Harlem representative.

Mr Wright said he was furious about the “deepfake” recordings.

There are no known instances of artificial intelligence being used to manipulate voters in New York City elections.

But in December, newly elected City Councilwoman Susan Tsang (D-Brooklyn) admitted that she submitted AI-generated answers for Q&A. Interview with media “City & State” After being published in the Post.
