NYC pitbulls attack chihuahua in what could be the aggressive dogs’ second incident.

A troubling video captures the moment when two aggressive pit bulls attacked a 16-pound Chihuahua on the Upper West Side.

Penny, a Chihuahua mix and service dog, is currently in intensive care following the incident that occurred unexpectedly at the corner of 86th Avenue and Columbus Avenue on Saturday night.

The footage also reveals a couple walking the large pit bulls, who seem to be unrestrained, shortly after Penny was finally freed.

The owner of the pit bulls appears to lack full control, and she might not face significant legal repercussions, according to Penny’s owner, Lauren Kraus, speaking to CBS News.

Devon Allen, who shares custody of Penny with Kraus, is advocating for significant changes to the laws governing dog ownership in New York City.

“It’s clearly negligent. You can see that these dogs are the issue,” Allen remarked.

Councilwoman Gale Brewer indicated that this incident marks the second attack involving the same two dogs, and she plans to investigate and propose new regulations aimed at repeat offenders, as she mentioned to CBS News.
