Federal complaints say the two police officers have been busy with more than casework at a Manhattan station house.
Special Operations Lieutenant Colonel Michael Dydant “engages in inappropriate sexual relations” with his former domestic violence sergeant. Christina Ortiz, according to the “Interior Office of the Precincts,” according to the complaint filed by Emilio Rodriquez in the Federal Employment Opportunity Committee.
“In spite of her official role, Ortiz spent a considerable amount of time 'entitled' disanto, preventing her from fulfilling her responsibility,” Rodriquez said in a whistleblower citing racism and retaliation. This is argued in the complaint of the person.
“They'll be locked up in her office for about 30 minutes to an hour,” Rodriquez posted in an interview this week. “He'll come out adjusting himself.”
The allegedly sued encounter took place in Ortiz's office and in Commander Anudi Castillo's office, according to the complaint.
“These encounters were so blatant that physical evidence, including broken nails, was left behind and reinforced how this misconduct was happening openly,” the complaint states.
“Their relationship directly influenced the functioning of the department, as Ortiz frequently renounced her official duty to spend long periods at disanto, often at the offices of domestic violence and commanders. That's it,” the complaint said.
Castillo did nothing about the incident as he and Disanto called themselves the “mafia.”
“Castillo knew of disanto and Ortiz's misconduct and failed to take any disciplinary action as disanto was part of the 'family',” the complaint said.
And Castillo would also openly talk about his two subordinates being in a relationship, and at some point Ortiz wanted to be forwarded, Rodriquez said.
After Rodriquez complained, Castillo, Ortiz and D'Sante falsely alleged he was “unstable,” the complaint alleges.
Rodriques, who claims that both Ortiz and Desanto are married, was ordered to report to Queens' Psychological Services Unit and transferred from the grounds, the complaint alleges.
Police sources familiar with the situation said Castillo was unaware of the relationship between DiSante and Ortiz, and believed that Rodriquez was “retaliating” against the grounds commander over his transfer. .
Disanto and Ortiz could not be reached for comment. Castillo presented a request for comment to DCPI.
