Newly declassified documents suggest that senior officials from the Obama administration engaged in a “rebellious conspiracy” by manipulating intelligence to support a false narrative, which led to the prolonged investigation into alleged Trump-Russia collusion, according to Tulsi Gabbard of the National Intelligence (DNI).
Gabbard stated that “Americans will ultimately learn the truth” about the questionable actions taken by officials at the National Security Council (NSC). She presented evidence indicating that there was a concerted effort to undermine President Donald Trump.
Before Trump’s victory over Hillary Clinton in 2016, Gabbard pointed out that the intelligence community had already determined that Russia “lacked the intention and ability to hack US elections.” However, following Trump’s win, officials quickly shifted their narrative.
On December 8, 2016, the President’s Daily Brief (PDB) stated, “We appreciate that Russians and criminals have not affected recent US election outcomes through malicious cyber-activities.” This report was supposed to be released the following day.
The PDB noted that while there were attempts to breach the Illinois voter registration database, intelligence officials confirmed that these actions did not compromise the integrity of the vote counting process, rendering the potential impact “very invalid.”
According to a briefing by the Department of Homeland Security (DHS), “criminal behavior has not even reached the scale needed to alter election outcomes,” contrary to reports from the FBI, CIA, NSA, DIA, and others.
At that time, DNI James Clapper indicated that Russian actions aimed to create psychological effects, potentially undermining election legitimacy. But the next day, the PDB was not published as planned.
Recent communications revealed that the Office of the Director of National Intelligence (ODNI) decided to delay the PDB’s release due to “some new guidance.”
An internal note from the deputy director of ODNI indicated the report “won’t run tomorrow and is unlikely to run until next week.”
This occurred shortly after Clapper’s remarks indicating that foreign entities did not use cyber tactics to affect the election’s outcome.
Further declassified communications from the FBI mentioned that the PDB “should not move forward” until the bureau could address its concerns.
The ODNI was set to reveal the PDB on December 9th. During this time, Clapper and various senior officials convened at the White House to discuss the evolving situation.

Following the meeting, Clapper’s assistant instructed Intelligence Reporting Agency leaders to develop a new assessment detailing Moscow’s actions to exert influence over the 2016 election.
The document stated that ODNI would spearhead this work in collaboration with the CIA, FBI, NSA, and DHS.
Gabbard mentioned that the original PDB was “never made public,” indicating that Obama officials quickly sought media allies to perpetuate a misleading narrative.
Media outlets, like the Washington Post, asserted that Russia interfered to aid Trump.
By January 6, 2017, Gabbard observed that a new assessment contradicted previous intelligence community evaluations over the past six months.
“These documents illuminate a troubling scheme by high-ranking officials in the Obama administration to undermine the democratic will of the people,” Gabbard stated.
“This betrayal affects all Americans,” she continued. “It’s crucial that we investigate everyone involved and ensure such actions don’t occur again.”
She announced intention to submit all relevant documents to the Department of Justice (DOJ) to ensure accountability for President Trump and the American populace.
An ODNI official pointed out to Fox News that the agency had been “politicized” for political gain, leading to “a presidential victory and multiple investigations and allegations aimed at smearing individuals with ties to higher-level documents.”
Gabbard emphasized this is “not a partisan issue,” stressing that it concerns all Americans.
“Those involved in this conspiracy must face full legal repercussions to prevent it from happening again,” she asserted. “The public’s trust in our democracy—and the future of our nation—depends on it.”
The unsettling revelations come after the FBI’s release of findings regarding the investigation.
