Pittsburgh Hospitals Alleged to Mislead to Obtain Insurance Coverage for Hormones for Transgender Youth

Review of Transgender Services for Children Under Trump Administration

President Trump’s administration is currently evaluating medical facilities that offer transgender services to minors, following allegations of “fraudulent billing practices” at a hospital in Pittsburgh.

According to a court document, the U.S. Department of Justice has purportedly gathered “evidence” indicating potential fraud at UPMC Children’s Hospital, although specific allegations against the facility are not detailed. This information came to light recently.

The court filing from October 2 mentions that both UPMC’s Lawrenceville Hospital and the Children’s Hospital of Philadelphia are suspected of misrepresenting children’s diagnoses to secure insurance payouts for off-label prescription drugs intended for gender-affirming treatments.

While UPMC Children’s Hospital isn’t directly accused, there are concerns that federal medical violations may be occurring there, as mentioned in the documents. The article goes on to note that UPMC halted certain gender-affirming services earlier this year, like hormone therapy and puberty blockers, amid fears of potential legal consequences.

This past July, several doctors and clinics, including UPMC—which serves transgender youth—were subpoenaed by the Department of Justice. The specifics of these subpoenas or the exact medical services involved remain unclear.

According to the information provided, these investigations encompass issues of medical fraud and false declarations. The DOJ has emphasized that those providing these services to children will face accountability, but the details still seem vague.

On its website, UPMC indicates it offers “gender reassignment surgery” for individuals aged 19 and older.

A medical oversight group recently highlighted that U.S. hospitals raked in approximately $120 million over four years by treating around 14,000 minors for gender reassignment.

Dr. Ethan Heim, a surgeon from Texas Children’s Hospital, testified before Congress that transgender treatments at his facility are “destroying children’s lives.” A month later, White House Deputy Chief of Staff Stephen Miller described surgeries and chemotherapy aimed at altering a child’s gender as forms of “child torture.”

Furthermore, Miller stated that the government bars hospitals from utilizing taxpayer funds for gender reassignment surgeries in children, stressing that public money should not be used for what he termed “chemical castration or sexual mutilation.” Additionally, FBI officials have urged the public to report any clinics, hospitals, or private practices offering such treatments to minors.
