NYPD Director John Chell, with over three decades in service, described the chaos of the shooting that unfolded in midtown Manhattan on Monday as one of the most severe incidents he’s encountered.

“I arrived on the scene within 20 minutes,” he shared during an appearance on a morning show. “It was utter chaos. We had a fatality—one of the executives was killed. There were security personnel who bravely intervened but, sadly, they lost their lives. The shooter managed to escape in a vehicle, and we initially feared there could be explosives involved.” He noted the confusion among people in the 44-story building as they fled. “I was trying to negotiate with individuals trapped inside and communicate with the assailant on the 33rd floor. It was just mayhem.”

Officials from the NYPD received alerts this week about Shane Tamura, the suspect from Nevada, who stormed a Manhattan high-rise, resulting in the deaths of four individuals, including two NYPD officers. Among the victims was the father of a well-known figure in the city.

Commissioner Jessica Tish mentioned that notes found with Tamura potentially reveal motives, citing grievances against the NFL and referencing a documentary from 2013 regarding chronic traumatic encephalopathy (CTE).

Chell defined the scene of the crime as “terrifying” but noted that circumstances could have been significantly worse. “Fortunately, this didn’t occur half an hour earlier,” he expressed. “There were fewer individuals in the building at the time. They had a safe room and regularly practiced for emergencies.”

He recounted a harrowing moment: “On the first floor, the security guard who lost his life had activated the elevator recall button. Events unfolded rapidly. When the shooter reached the top floor, he encountered a long-time employee who was cleaning. It’s alarming—he fired an AR-15 at her, but thankfully, she managed to escape. Unfortunately, another young employee in a cubicle did not survive.”
