Radical left-wing documentary filmmaker Michael Moore has slammed outgoing President Joe Biden for starting World War III on his way out of office.

This amendment has been constantly reintroduced in subsequent Congresses, but has never passed at the rate it should.

Two cases before the U.S. Supreme Court — Dillon vs. Gross (1921) and coleman vs miller (1939) — both argued that adding time limits was a legitimate political practice that Congress had the power to intervene. However, although there is no direct case law considering the issue of setting time limits on constitutional amendments, there is no reason to believe that SCOTUS will not simply adopt the two previous decisions as precedent.

So the truth is, it's not at all clear that Biden has the power to add a defense rating to the U.S. Constitution at his convenience. And even if they wanted to, the last two months are simply not enough time to propose this move and get approval to implement it.
