Republican Representative Turner: 'An Investigation is Necessary' into Starlink's Slowdown in Ukraine

On CBS’s “Face the Nation,” Rep. Mike Turner (R-OH) emphasized the necessity for an investigation regarding the speed limits impacting the Starlink network, which Ukraine relies on for communication and drone control.

MARGARET BRENNAN: Let’s discuss Elon Musk’s SpaceX technology, Starlink. Ukraine utilizes it for communications and drone operations. Secretary Rubio noted that there was no directive from the White House to reduce the network’s speed this week, but that seemed to be the end result. Here’s how Secretary Rubio explained the situation last night.

SEC. MARCO RUBIO: We had no involvement. The U.S. did not order a slowdown of Starlink. It just sort of happened. However, as far as I understand, it has been restored.

BRENNAN: Is “it sort of happened” an adequate explanation for you and other members of the Armed Services Committee?

TURNER: Definitely not. This warrants a full investigation—specifically a congressional one. We’ve noticed troubling patterns, like delays in weapon systems meant for Ukraine, missing funds, and issues with intelligence. There are hints that unidentified individuals in the Pentagon might be responsible. We absolutely need to identify those involved, as lives depend on these matters. Today, reports from the Institute for the Study of War and President Zelenskyy suggest that connectivity might still be inconsistent in some areas.

BRENNAN: It’s been restored to some extent.

TURNER: –but there are regions where it might still be down. This impacts lives in Ukraine, where they are working to defend themselves.

BRENNAN: Understood.

TURNER: The U.S. support for Ukraine in defending against ongoing Russian attacks is crucial, and it’s vital that these services are fully operational.

BRENNAN: Yet, Elon Musk, being the owner of this commercial entity, has openly disagreed with President Zelenskyy. He previously stated he doesn’t want Starlink to be used for offensive military purposes. While Secretary Rubio mentioned its restoration, still—

TURNER: But this is essential for Ukraine’s defense against aggression on its own soil.

BRENNAN: Exactly, but they all seem to be deflecting responsibility, saying the DOD is in control, while others point back to Musk, claiming it just kind of happened.

TURNER: However, a policy decision has been established for Starshield to be used specifically for Ukraine’s self-defense against Russian aggression—

BRENNAN: Starshield.

TURNER: Yes, Starshield.

BRENNAN: That relates to the U.S. military contract.

TURNER: Within its borders, Starlink has reportedly encountered access issues. An investigation is warranted to understand why, and it needs to be fully restored.
