Couple Accused of Stealing Millions from Army

A pharmacist with the U.S. Air Force and her spouse are facing allegations of embezzling over $3 million from the Department of the Army to support a lavish lifestyle, which reportedly included high-end purchases like a BMW, a Porsche, and a mansion in Arizona.

Staff Sergeant Richard Stephon Ramroop, 35, and Manuel George Madrid, 32, have been charged with 12 counts of conspiracy to defraud the government between January 2022 and December 2025, as announced by the Justice Department.

According to reports, Ramroop exploited her position at a pharmacy located at Davis-Monthan Air Force Base in Tucson, Arizona, to acquire thousands of medical devices with taxpayer dollars.

Once they obtained the equipment, the couple allegedly sold it for personal gain, ultimately resulting in a loss exceeding $3 million for the Department of the Army, noted Arizona State Attorney Timothy Cochaine.

Bank accounts associated with the couple received upwards of $11 million in transfers, including wire funds and other incoming payments tied to businesses for the devices.

In February 2024, the couple had spent this money on a multimillion-dollar home in Tucson and several luxury automobiles.

They acquired a substantial property in the Tucson Mountains for $1.1 million in January 2024. This desert estate spans 5,622 square feet and features four bedrooms, 4.5 bathrooms, a grand entrance, and a five-car garage, according to online information.

Madrid became the sole owner of the property in May 2025, only to sell it for the same amount later that month.

Additionally, the couple purchased a new 2024 Porsche Cayenne valued at $141,443.34 and a BMW i7 SUV costing $195,397.59.

In total, their car collection reportedly included high-end vehicles like the 2025 Ford F-150 Raptor, 2025 Mini Cooper S Convertible, the 2025 Jeep Wrangler Rubicon, the 2026 BMW X7 Alpina XB7, and the 2026 Cadillac Escalade Sport Platinum.

Authorities seized all vehicles and related items on January 15 under a search warrant.

“The defendants allegedly stole millions of taxpayer dollars to fuel their extravagant lifestyles and compromised essential resources,” stated Corchene. “Fraud steals funds earmarked for vital missions.”

The investigation involved various federal entities, including the Air Force Office of Special Investigations (AFOSI), the Department of Homeland Security, and the IRS Criminal Investigation.

“Crimes of this nature impact more than just finances; they erode public trust and compromise the integrity of our military operations,” commented AFOSI Special Agent in Charge Richard Kautz.

Ramroop was apprehended the following day and Madrid was indicted a week later.

The charges against Ramroop and Madrid include conspiracy to steal government property, various counts of wire fraud, and conspiracy to commit money laundering.

If found guilty, the couple could face a maximum of five years for conspiracy to commit theft, up to 20 years for wire fraud charges, and as long as 10 years for money laundering offenses.
