The Republican National Committee (RNC) is making significant strides towards organizing its first midterm convention.

On Thursday, the RNC announced amendments to its party rules that would empower Chairman Joe Gruters to “convene a special ceremonial convention outside of the presidential campaign period,” as per a memo shared with various outlets.

Typically, national political conventions are reserved for presidential election years, where delegates from across the nation officially nominate the party’s candidate. However, with a focus on maintaining their slim Senate control and narrow House majority, Republicans are seeking to hold a convention ahead of the midterm elections. President Donald Trump had shared his intention to showcase the party’s achievements since taking back the White House during a convention before the elections.

The memo hints at the possibility of hosting an “America First midterm convention-style rally” this fall, aligning with Trump’s push to rejuvenate the party.

Midterm elections often present tough challenges for the ruling party—here, Republicans are hoping that a midterm convention will serve as a platform to highlight Trump’s record and the congressional candidates vying for election.

Currently, the RNC follows a convention schedule every four years. The proposed rule change would allow for an interim convention, stipulating that it must occur at least 60 days notice and no formal business can take place during the event.

RNC Chairman Bets on Innovative Strategies to Safeguard Republican Majority

The RNC Rules Committee adopted these proposed changes during its winter meeting held in Santa Barbara, California. It remains uncertain if all RNC members will have a say on the rule revisions at their general meeting on Friday. If the rules don’t pass, they are expected to be approved in the upcoming spring meeting instead.

In a statement, Gruters emphasized that the winter meeting reflects the party’s commitment to supporting Trump and winning in the midterms. He pointed out that the RNC is focused on enhancing military spending, mobilizing voters, and ensuring election security this fall. “We’re building the necessary operations to defend our majority and ensure Trump completes a full term with a Republican Congress,” he stated.

Details regarding the midterm convention’s date and location will be disclosed later, with expectations that it will coincide with the RNC’s summer meetings typically held in August.

Additionally, the Democratic National Committee (DNC) may organize its own midterm convention. Officials confirmed that DNC Chairman Ken Martin and other leaders have been advocating for a pre-midterm convention, similar to those held in the 1970s and 1980s.
