Gun Regulations Proposal by Rockefeller Institute
The Rockefeller Institute of Government has released a column addressing the rise of constitutional carry and suggesting various gun regulations to mitigate the risks associated with unauthorized concealed carry.
The first regulation discussed aims to limit where firearms can be carried. The Institute notes that numerous states have already established bans on concealed weapons in places like bars and stadiums. However, it did not acknowledge that similar restrictions have faced legal challenges, including the case of Walford v. Lopez (2026), which was invalidated by the Supreme Court.
Another proposed regulation focuses on gun storage in vehicles. According to the Rockefeller Institute,
Gun owners might leave their weapons in their cars for easy access or carry them often. In areas where constitutional carry is permitted, promoting safe storage practices during transportation can lower the likelihood of gun theft from vehicles and tends to be more effective after permissive concealment laws are enacted.
A third measure suggests implementing a database for law enforcement that includes the names of all legal gun owners. The Institute claims this could help prevent firearms from falling into the hands of individuals prohibited from possessing them.
Interestingly, the Institute did not mention that the Second Amendment concludes with the phrase, “shall not be infringed.”
