A Virginia school district is in the news again over its insane transgender policy that allowed a serial sex offender to watch young girls change in its high school locker room for months.
Parents are rightfully enraged after learning that Arlington Public Schools (APS) gave registered sex offender Richard K. Cox access to the women’s locker room at the Washington-Liberty Aquatics Center connected to Washington-Liberty High School (WLHS) because he identifies as a transgender woman.

Cox is a repeat child sex offender, earning him a Tier III sex offender mark, which required he be placed on the registry for life. His career victimizing children began in 1992 when he was charged with knowingly and intentionally exposing his genitals to a child under 14 years old. Cox’s most recent arrests involve an incident where he allegedly (the charges were dropped likely due to his transgender claims) exposed himself in a Planet Fitness women’s locker room in Fairfax County in June 2024.
A woman also claimed that in Sept. 2024, she alerted the director of Aquatics Management at APS, Helena Machado, of Cox’s presence in the women’s locker room. Instead of protecting the female swimmers, authorities instructed them to use the private bathrooms.
Richard Kenneth Cox will appear in court in Arlington again in March.

“I entered the locker room labeled simply ‘Women’s Lockers’ and [was] startled to find an adult individual whose head, face, shoulders, and chest were covered by a towel, but the individual’s penis, testicles, and legs were fully exposed to anyone walking through the entrance,” she told the Arlington GOP. Cox continued to use the APS Aquatics Center’s female locker room until Dec. 2024, when he was arrested after several people reported a naked man watching women in the changing room. That naked man was Cox. The school district doubled down on its so-called “inclusive” policy of allowing men into private female spaces, prompting parents to call for an investigation into the school’s handling of the situation.

These parents need backup. Too often, they have turned up at district meetings demanding that school administrators change the policies that harm their children. In a neighboring Virginia county, a father was arrested and charged with obstruction of justice and disorderly conduct after demanding the Loudoun County school board address the school district’s transgender policy in 2021. Scott Smith was forcibly removed at an explosive school board meeting addressing the disturbing district policy that allowed a male student (who identified as a transgender female) to use the girls’ school bathrooms. That male student abused this so-called “inclusive policy” to gain private access to Smith’s daughter, sexually assaulting her after she entered the restroom. Loundoun County’s transgender policy is directly responsible for the horrific attack on Smith’s daughter.
He deserved to be heard and have the school board meet his demands for policy changes and accountability. However, instead, they arrested him, charged him, and tried him in a lengthy court trial.

Additionally, parents from all over the country have been demonized and even put on federal watch lists for protesting transgender ideology in curriculum and district policies.
There is one thing that would stop school administrators from continuing to push this dangerous ideology. President Donald Trump should attend a school board meeting with them.
Trump signed an Executive Order banning men from women’s sports, protecting children from chemical and surgical castration, and another to end the federal subsidizing of transgender ideology and clearly defines that there are only two sexes: male and female.
It would be a great moment for parents struggling to get their school districts to listen if the president were to join them at a school board meeting demanding an immediate change in their transgender policy or face losing millions in federal funding.
