According to the Associated Press, Russia's Investigative Committee said the explosive device was placed on a scooter near an apartment complex.

“Investigators, forensic experts and operational services are working at the scene,” RIC spokeswoman Svetlana Petrenko said in a statement. “Investigation and search operations are underway to establish all the circumstances surrounding this crime.”
