The US Senate confirmed businessman and art collector John Phelan on Monday afternoon as the 79th Secretary of the US Navy on the 69th Secretary of the 69th Secretary of the US Navy.
All 51 Republican senators voted for Phelan and 11 Democrats, including Sen. Jack Reed (RI), the top Democrat on the Senate Armed Forces Committee.
Phelan is a graduate of Harvard Business School and is the founder of the successful private investment company Rugger Management LLC.
Although Phelan does not serve in the military, he is expected to bring his vast business expertise and insight and help him solve many problems in building and maintenance of naval buildings.
At a confirmation hearing on February 27, Phelan said the Navy was at the “intersection” due to deployment, inadequate maintenance, huge cost overruns, delayed construction of the vessel, audit failures, sub-housing and record suicide rates.
“These are systematic obstacles that have not been addressed for too long. Frankly, this is unacceptable,” he said. “The Navy and Marines already have exceptional operational expertise within the ranks. …My role is to leverage that expertise, strengthen it, get out of the status quo and take decisive action with a result-oriented approach.”
Trump's Florida and personal friend, Phelan was the first secretary to be appointed to all service secretaries and the second confirmed secretary after Army Secretary Dan Driscoll. Phelan will take office in the next few days.
