Sen. Lisa Murkowski (R-Ala.) voted “present,” citing dissatisfaction with the impeachment effort.
The motion to repeal the first provision was introduced by Senate Majority Leader Chuck Schumer of New York. A separate article of impeachment against Mr. Mayorkas has not yet been voted on.
On Tuesday, House Republicans delivered two articles of impeachment against Mayorkas to the Senate floor.
House Republicans voted for the first time to impeach Mayorkas, accusing him of failing to enforce border laws amid a chaotic influx of migrants arriving at the southern border to enter the United States illegally.
