Return to the Senate Session During Closure
Senior Congressional correspondent Chad Pargram discussed the current negotiations in the Senate aimed at resolving the government shutdown, which entered its second day.
House Speaker Mike Johnson, a Republican from Louisiana, accused Democrats of dishonesty in their responses, stating, “The notion that illegal aliens wish to access benefits funded by U.S. taxpayers is ruthless.” This remarks came during an interview with Fox News Digital, highlighting the ongoing shutdown after Senate Democrats rejected the GOP’s proposal for funding through November 21st at 2025 levels.
The contention centers around accusations from Republicans that Democrats are attempting to undo changes made by the GOP regarding Medicaid, particularly relating to illegal immigration—claims that Democrats vehemently refute as fabrications.
GOP Blames Democrats for Shutdown Risk over Medicaid
Johnson expressed concern that proposals from Democrats threaten to reverse critical changes in Medicaid introduced in a bill termed the “One Big Beautiful Bill,” enacted on July 4th.
“What we aim to do is reinforce Medicaid,” he said, emphasizing the need to address a significant number of illegal immigrants that were previously ineligible for the program. “If they aim to eliminate the OBBB healthcare provision, that will impact funds crucial for rural hospitals—we allocated $50 billion, which is vital to their operations,” he added.
In the United States, individuals lacking legal status are already barred from receiving Medicaid benefits at the federal level. Democrats are concurrently working on funding measures to extend enhanced subsidies for Obamacare that are set to lapse at the year’s end, asserting they are safeguarding healthcare for Americans.
The Republican proposal includes a requirement for certain healthy Medicaid participants to complete 20 hours of work per week, a move opposed by Democrats, even when it impacts U.S. citizens.
House Minority Leader Hakeem Jeffries addressed the allegations regarding immigration during a CNN interview, noting that 14 states and the District of Columbia utilize a combination of state and federal funds to support Medicaid coverage for residents without legal immigration status, all under the framework of the Affordable Care Act (ACA).
Understanding the Shutdown: Who’s Affected?
Federal funding is also available for emergency Medicaid, serving those who meet eligibility criteria, albeit without considering immigration status in emergencies. However, changes in the OBB affect the amount of federal funding available to hospitals.
The GOP policy aims to tighten regulations for Medicaid compensation, further restricting eligibility for certain asylum seekers and refugees who might otherwise qualify for some coverage.
Republicans argue that undocumented individuals should not access the same benefits as lawful immigrants, citing former President Biden’s policies as contributing to inflated rolls of individuals enjoying temporary legal status.
Johnson remarked, “Biden kept the border open for four years and added these individuals to the list, giving them taxpayer-funded advantages.” While Biden has implemented rigorous measures against asylum and illegal crossing as his term progressed, critics claim that loosened restrictions during Trump’s administration in 2021 enabled a surge in illegal immigration.
“Legal aliens cannot access Medicaid, which has been the case since the implementation of the bill on July 4th, and it’s straightforward: all Democrats opposed it,” Johnson concluded, underlining his point.
