St. Louis Emergency Management Faces Scrutiny After Tornado Siren Failure
The safety committee’s profile for St. Louis was erased online after officials acknowledged that the tornado siren wasn’t activated before a deadly tornado struck, resulting in five fatalities.
Sarah Russell, the City Emergency Management Director, has been placed on administrative leave. She indicated that the siren warning system had not been activated, as she and her team were attending a workshop away from the office.
“I’m shocked. I’m really shocked and, honestly, a bit scared about the issues with the system,” she stated.
Blaze News found that Russell’s profile has been removed from the city’s website. However, the Wayback Machine revealed an archived version from March 2025, which showed her profile still listing her pronouns as “them/them” along with her professional background and “social media permissions.”
The site now redirects to a contact information page for other officials within the CEMA office.
Interestingly, posts from accounts claiming to represent the city referred to Russell as “them” in 2024, reflecting the pronoun choice mentioned on her profile.
According to Spencer’s office, Russell had indeed reached out to the fire department regarding the tornado. But the lack of communication led many to question whether lives could have been saved.
“There are numerous systemic obstacles,” the mayor remarked, stressing the complexity of the situation.
Russell had previously drafted emergency procedures for the sirens in 2021, but, as Spencer noted, the guidelines were unclear and possibly not fully enacted. “I thought the instructions weren’t explicit enough. I didn’t specifically tell the person to push the fire button. From what I understand, it wasn’t pressed,” she added.
Spencer said she has ordered an internal investigation into this matter. “The failure to activate the sirens during the tornado has affected many individuals, myself included,” she concluded, emphasizing the community’s need for transparency and accountability.
While Blaze Media sought a statement from Russell, she did not respond. Furthermore, officials have indicated that the controversy surrounding the siren failures has unfortunately led to multiple death threats directed at Russell.
