Probe launched into St. Paul Mayor Kaohly Her after harassment claims
St. Paul, Minnesota’s Mayor Kaohly Her is currently under investigation following allegations made by Police Chief Axel Henry, who filed a complaint citing harassment. Henry asserts that the mayor sexually harassed city staff, including police officers, and made inappropriate remarks in text messages. In response, Mayor Her expressed that her attempts at humor may have been misinterpreted and confirmed her willingness to cooperate with the ongoing independent investigation.
According to the lawsuit, Chief Henry, who has held the position since 2022, claims that Her made explicit sexual comments, including inappropriate innuendos. For instance, she reportedly referred to herself as a “MILF” and made suggestive remarks about his anatomy.
The lawsuit goes on to claim that Her engaged in unwanted physical contact with Henry, such as placing her hand on his thigh beneath a conference table during a budget discussion.
Additionally, it is alleged that Her shared details about her troubled marriage with the chief, suggesting they “needed to be friends” or else their working relationship would be strained, emphasizing a need for a “close relationship.”
The filing also describes instances where Her would frequently visit the police department’s gym when she knew Henry was there. She is accused of making comments about him and other employees being “beefy” and even simulating an orgasm while working out near them.
During an awards event where Henry was wearing a ribbon labeled “MFF” for Mobile Field Force, Her allegedly quipped about misunderstanding the abbreviation, implying it stood for “MILF.”
Another incident described in the lawsuit occurred in December when Henry, Her, and St. Paul Port Authority President Todd Hurley met at a cigar lounge to discuss police station relocation. During this meeting, Her is accused of threatening to claim that Henry had inappropriately touched her if she didn’t get her way.
Furthermore, the suit claims that in February, after Henry and a colleague used vacation time at a golf simulator, Her showed up unexpectedly, stating she felt compelled to attend because they hadn’t invited her.
Following Henry’s internal complaint about her behavior, the lawsuit alleges that Her’s administration retaliated against him. Henry claims he was sidelined from decision-making processes and that officials withheld information he sought. An investigation summary was supposedly released to minimize the implications of Her’s actions.
Her’s office stated that an independent investigation did not find sufficient evidence of sexual harassment or retaliation against any city employee. The office added that the mayor intends to lead St. Paul while adhering to the investigation’s recommendations, but they generally do not comment on ongoing litigation.
Earlier this month, Her transitioned her security detail and driver services from the St. Paul Police Department to the Ramsey County Sheriff’s Office.
