Concerns Arise Over Surrogacy for Chinese Billionaire
An American surrogate, referred to as “Judy” for her privacy, expressed shock upon discovering that the baby she is expecting is intended for Chinese billionaire Xu Bo. An investigation revealed that Xu has reportedly fathered over 100 children through surrogates in the United States, a piece aired on Sunday by CBS News.
Judy shared with CBS that she joined the agency Patriot Conceptions, believing she was helping a single father looking to grow his family. However, leaked documents identified Xu Bo, a video game executive, as the intended father, whose children gain American citizenship at birth.
“I feel blindsided. I feel misled,” Judy remarked during her interview.
She entered into this arrangement for a payment of $120,000 and, while trying to find out how many surrogates the father had already engaged, was told the number was nearly two dozen. Despite her efforts to meet Xu directly, she was unsuccessful. CBS News correspondent Katrina Kaufman displayed to Judy a photo from Xu’s Chinese social media, showing what appeared to be over 100 children arranged in rows.
“It feels like he’s, like, creating an army. That’s crazy,” Judy commented.
XU Bo, who leads the gaming company Duoyi Network, has disputed the claims about the number of children. A former partner had previously alleged in a custody battle that he might have as many as 300 children. Xu clarified that he is the custodian of 12 children born through American surrogacy.
Following a December 2025 investigation by the Wall Street Journal, Duoyi denied the higher numbers but reportedly accepted that their American surrogacy efforts had resulted in “only a little over 100” children.
In a statement made in Chinese, Xu expressed his belief that “more children bring more blessings” and stressed that his actions were intended to “benefit the long-term development of the Chinese nation.”
This investigation emerges amid ongoing discussions around the Trump administration’s efforts to eliminate birthright citizenship, which automatically grants citizenship to nearly anyone born in the U.S. In February, Senators Tom Cotton and Rick Scott urged Attorney General Pam Bondi to investigate surrogacy agencies connected to China, highlighting at least 107 such businesses operating in California.
Peter Schweizer, a Senior Contributor at Breitbart News, elaborated on these surrogacy operations in his book, describing them as the “tip of a very large iceberg.”
