A new high-rise housing tower for the homeless, built at a cost of $600,000 per unit, opened in downtown Los Angeles on Wednesday.

The 19-story development, known as Weingart Tower, will have 278 units and will be the largest permanent supportive housing project in Los Angeles, aiming to help people currently without a place to live on Skid Row.
The building will have great amenities including a gym, art room, music room, computer lab and library, as well as a floor of offices for caseworkers.

Although this is considered affordable housing, the construction costs for this type of project are still high: each unit costs about $600,000 and is funded by taxpayers.

Los Angeles has fought homelessness over the past 15 years by passing a series of tax increases and taxpayer-funded policies, but they have failed to halt the growth of the homeless population.
Critics say providing apartments, hotel rooms and other social services to the homeless creates new avenues for homeless people to relocate to cities and states.
