Texas Speaker Implements New Rules Amid Democratic Exodus

In a bold move, Texas Speaker Dustin Burrows has unveiled new administrative measures intended to encourage Democrats who have left the state to return.

Democratic lawmakers in Texas have reportedly sought refuge in Illinois, a tactic aimed at blocking a district change proposal they argue would favor Republican districts. This decision has raised significant concerns, especially after their absence disrupted the state’s legislative quorum—the essential minimum number of members needed to conduct business.

To address this, Texas authorities have enlisted the help of the Texas Rangers, collaborating with the FBI to locate the absent Democrats. However, there are also arrest warrants in play. As of now, these missing representatives have not returned.

On Friday, Speaker Burrows announced new regulations that seem set to deter similar retreats in the future. “They won’t arrest anyone,” he stated, setting a tone that aims to balance urgency and caution.

Alongside Comptroller Kelly Hancock, Burrows introduced a policy preventing representatives who disrupt the quorum from receiving their salaries or depositing payments electronically, which would be calculated on a daily basis. He mentioned, “The Constitution prohibits us from withholding tax. It does not instruct us how to issue wages.” Therefore, he insisted that any checks must be collected in person at the Capitol.

Burrows went further, indicating that absent members might forfeit part of their living and travel expenses. “Starting today, to safeguard taxpayer funds and mitigate future debt… 30% of each quorum member’s monthly operating budget will be earmarked and unavailable for expenditure,” he elaborated.

It remains uncertain whether the threat of withholding payments will persuade the Democrats who have, perhaps somewhat comfortably, adapted to their new status as fugitives.

Meanwhile, Illinois Governor JB Pritzker expressed a rather laid-back view on the whole affair during a press conference this week, joking that the FBI is welcome to “appreciate the beauty of Lake Michigan.” He emphasized that they can’t arrest Texas House Democrats simply for choosing to stay in Illinois, noting the absence of federal laws to back such actions.

Nevertheless, Speaker Burrows is not backing down easily. He plans to collaborate with Texas Attorney General Ken Paxton to make the arrest warrants “enforceable beyond Texas.” Additionally, Burrows has reached out to the sergeant-at-arms of the Illinois House for assistance in returning the absentee lawmakers.
