Sen. Cotton Raises Concerns Over Microsoft’s Use of Chinese Engineers

Senator Tom Cotton (R-AR) is seeking information from Defense Secretary Pete Hegseth regarding Microsoft’s engagement of Chinese engineers for maintaining cloud computing systems for the Pentagon. He warns that this practice might “expose our country’s most sensitive data to foreign enemies.”

In a letter shared on social media on Friday, Cotton expressed his concerns, highlighting reports that Microsoft employs Chinese engineers to support the Department of Defense system.

“We must prevent all the threats within the military supply chain,” Cotton noted.

His letter references an article that details Microsoft’s reliance on Chinese engineers, which Cotton believes could leave the Department of Defense vulnerable to cyberattacks.

“China’s state-sponsored hacking campaigns have a history of targeting U.S. officials through Microsoft systems. It has come to light that Microsoft depends on U.S. citizens, referred to as ‘digital escorts,’ to supervise the activities of these engineers,” he stated.

However, Cotton expressed skepticism about the effectiveness of these escorts, warning that they often lack the technical expertise needed to detect malicious software or suspicious activity.

He stated, “The U.S. government is aware that China’s cyber capabilities represent one of the most serious threats to our nation, as shown by intrusions into vital infrastructure and communications networks.”

Currently, Cotton is requesting details on which contractors are hiring Chinese personnel to maintain or support DOD systems, as well as information about subcontractors employing digital escorts for Microsoft or similar companies.

Additionally, he seeks insight into the training that these escorts receive for identifying unusual activities.

In response, Hegseth characterized Cotton’s concerns as “spot on,” noting that the Department of Defense is already considering the matter. He emphasized that “foreign engineers should never be allowed to maintain or access DOD systems from any country, including China.”

The situation concerning the use of Chinese engineers for sensitive government systems is under scrutiny.
