FBI Arrests Three Men for ISIS-Related Charges
The FBI has apprehended three individuals from Kansas City, San Diego, and Sacramento on allegations of conspiring to support the Islamic State of Iraq and al-Sham (ISIS), a designated foreign terrorist organization.
This announcement was made by the U.S. Department of Justice (DOJ) on Friday.
Those taken into custody include 21-year-old Bisaam Ghafoor from Leawood, Kansas, 21-year-old Elias Shamsaldeen from Porterville, California, and 25-year-old Bereen Dzayee from Lakeside, California. They were reportedly involved in sending over $2,000 to a suspected ISIS member, leading to the complaint filed in the District of Kansas.
Acting Attorney General Todd Blanche commented, “This administration has put terrorists, cartels, and gangs on notice. Today’s arrest of three individuals who allegedly conspired to provide material support to ISIS makes clear our commitment to taking down terrorist networks — anywhere. Thanks to the vigilance of the FBI, their alleged scheme was dismantled and further acts of violence against U.S. service members were prevented.”
According to the complaint, the men initiated communication around February 2025 with an individual suspected of being an ISIS operative. Reports indicate that conversations continued up until June 2026, during which the men discussed plans to aid the terrorist group.
Analysis of various communication channels, including Discord chats and voice calls, revealed that the conspirators expressed allegiance to ISIS and its leadership.
Ghafoor allegedly stated, “I wish I could kill 300,000,000 Americans.” Furthermore, prosecutors cited messaging exchanges where he expressed a desire to behead a female soldier and remarked that it would be “sick” if his name could be printed on a drone used in an attack.
The investigation was led by the FBI’s Joint Terrorism Task Force with support from their offices in Richmond and Newark.
Assistant Attorney General for National Security John A. Eisenberg recognized the FBI’s efforts in a statement.
“Thanks to the work of the FBI, their plans to betray their country in the gravest way lies in ruin. Instead, these defendants will face justice in our courts,” Eisenberg remarked.
FBI Director Kash Patel also commended the actions taken by the Bureau.
“These subjects allegedly swore allegiance to ISIS, plotted multiple attacks, and even targeted U.S. service members — but the FBI stopped them cold. The success of this operation shows once again the FBI’s continued record of stopping terrorist attacks before they happen, which is the best way to defend the homeland. We will stop at nothing to defend Americans from those who seek to do us harm,” Patel stated, thanking teams in various field offices for their commitment to this investigation.
