Funding for Pregnancy Centers Proposed Legislation

Money that previously helped fund abortions might now be redirected to support pregnancy centers aimed at assisting women and families. The federal government allocates over $16 billion annually to family support, and this could soon include efforts to promote life.

Senator Tim Scott from South Carolina has reintroduced the Supporting Pregnant and Parenting Women and Families Act, which seeks to secure funding for pregnancy centers while providing essential support for families.

Scott emphasized the importance of offering genuine resources and options for women. He mentioned that the bill aims to deliver “guidance, support, and critical services,” ensuring mothers don’t have to navigate pregnancy or parenthood in isolation.

The legislation was first proposed during the Biden administration, which had directed federal funds toward abortion centers via the Temporary Assistance for Needy Families program. Under Biden’s administration, a spending rule emerged that restricted states from using these funds to support pregnancy centers. In response, Scott’s earlier bill attempted to counteract that rule.

“Pregnancy resource centers have a long record of empowering women on their motherhood journeys, and it’s unacceptable that the Biden Health and Human Services Department tried to undermine their funding,” remarked Senator John Cornyn from Texas, who is a co-sponsor of the bill.

Scott and his colleagues have widened the scope of the legislation to ensure that funds from Social Security and the Temporary Assistance for Needy Families program are protected for usage by pregnancy and community centers. The bill defines these centers as organizations that assist in “protecting the life of the mother and unborn child.”

Not only does this legislation aim to uphold the value of life, but it also extends support to families after childbirth. It proposes the allocation of grants to community centers, covering family services such as relationship counseling, prenatal education, pregnancy testing, and providing material assistance like diapers and baby clothes.

The initiative has garnered backing from influential figures in the pro-life movement, including National Right to Life, Susan B. Anthony Pro-Life America, March for Life Action, Students for Life Action, Concerned Women for America, and Family Policy Alliance.

A companion bill was passed in the House, introduced by Representative Michelle Fischbach from Minnesota, earlier this year. Both bills have been sent to the Senate Finance Committee, where Scott and co-sponsors Cornyn and Senator Todd Young from Indiana are members.

“Pregnancy resource centers are vital to our communities,” Young stated. “They offer essential care for women and families, incorporating parenting education, counseling, and material support such as diapers and baby supplies.”
