The construction of Barack Obama’s presidential library and museum in Chicago isn’t off to a great start. Initially announced in 2015, work at the site has been glacially slow since the groundbreaking in 2021. Meanwhile, housing costs in the vicinity have surged, which might be a cause for concern—especially for residents in the predominantly Black neighborhoods.

As for funding, the estimated costs for the project managed by the Obama Foundation have skyrocketed from an original $300 million to a staggering at least $850 million. Initially projected at $500 million in 2017, construction expenses alone were placed at $700 million by 2021.

To shield Chicago taxpayers, the Obama Foundation has made commitments regarding donations intended to create a financial safety net. This was meant to produce enough returns annually without relying on taxpayers. During city discussions, they settled on the need to secure around $470 million by 2020.

Looking ahead, the library’s operational costs for the first year are estimated to hover around $40 million. To keep things running without impacting taxpayers, it’s suggested that funding should fall somewhere between $800 million and $1 billion. However, a lot remains unclear about how the foundation plans to ensure ongoing financial support.

One interesting note: some Chicagoans have jokingly compared the future library’s design to all sorts of things—everything from a prison to a giant marble block. It’s somewhat telling of the mixed opinions surrounding the project.

As the costs continue to climb, the main source of future income is shaky. There’s a supposed safety net from the Obama Foundation, right? Well, that’s questionable. They were meant to deposit $470 million, but apparently, they’ve only managed to put in $1 million so far, which is quite disheartening.

And since that 2021 deposit? Crickets. The Obama Foundation did send some money to support particular causes, but nothing particularly reassuring for taxpayers. The promise is that the library will open its doors in spring 2026, with claims that everything is fully funded. Yet, this situation makes one wonder about promises in past contexts—like that infamous health care coverage assurance.
