Trump Administration and States Clash Over Large Offshore Drilling Announcement

Interior Department Proposes Offshore Drilling Expansion

The Department of the Interior (DOI) unveiled a plan on Thursday that could open extensive coastal waters to oil and gas drilling, which has sparked opposition across party lines.

On the same day, the DOI directed the Bureau of Ocean Energy Management (BOEM) to take essential measures to dismantle the previous oil and gas lease strategy set by former President Biden for 2024-2029. Instead, they are advocating for a more expansive alternative approved during President Trump’s administration, which covers approximately 1.27 billion acres for potential drilling.

While the Biden administration previously instituted a sweeping ban on offshore drilling that resulted in record low lease sales, the Trump administration is now working to revive development on federal lands and waters. The new proposal includes plans to explore drilling opportunities off the coasts of Alaska, California, and Florida.

Governor Gavin Newsom of California has been clear in his opposition to drilling in state waters. Interestingly, some Republicans from Florida are also pushing back against the proposal.

“Offshore oil and gas production doesn’t happen overnight. It involves years of planning and investment,” said DOI Secretary Doug Burgum. “The current administration has essentially stalled offshore oil and gas leasing, which threatens the long-term viability of U.S. offshore production. Advancing a comprehensive leasing plan is crucial for maintaining a robust offshore industry, keeping workers employed, and ensuring our energy superiority for years ahead.”

Newsom emphasized the risks associated with Trump’s proposals, worried about the implications for local economies and communities. He’s not the only one uneasy about this, as Florida Republicans, including Senators Rick Scott and Gus Bilirakis, have expressed their desire to keep their state off-limits to these types of leases.

“The new map released today raises significant concerns regarding potential new offshore oil rigs in the Gulf, and we will be addressing this matter directly with the Department,” stated Florida Attorney General Ashley Moody.

In a broader context, Trump aimed to enhance domestic energy exploration through executive orders, underscoring his focus on conventional energy sources, which contrasts with Biden’s green energy initiatives. The Biden administration has implemented freezes on various projects like LNG exports and blocked the Keystone XL pipeline, often promoting environmental regulations instead.

In terms of industry responses, officials, including Mike Somers from the American Petroleum Institute, welcomed this new proposal, calling it a historic progression towards utilizing the untapped oceanic resources of the nation.
