Trump Administration Will Move Forward with Student Loan Forgiveness Agreements with Teachers Union

Settlement on Student Loan Forgiveness

The Trump administration has reached an agreement regarding certain student loan forgiveness and payment plans in a settlement with a major teachers’ union in the U.S.

The deal, submitted by the Department of Education and the American Federation of Teachers, confirms that the federal government will keep processing student loan forgiveness through the Income-Based Repayment (IBR), Original Income-Based Repayment (ICR), Pay as You Earn (PAYE), and Public Service Loan Forgiveness (PSLF) programs.

However, the Department of Education is only obligated to continue processing ICR and PAYE applications as long as those programs remain active. These initiatives are approaching their conclusion due to a significant legislative change set for July 1, 2028.

“For nearly a decade, AFT has fought to free student loan borrowers’ rights from unjust debt bondage, and today, a large part of that affordability fight is vindicated,” stated AFT President Randi Weingarten. She said that this year they responded when the Trump administration failed to comply with legal requirements and denied relief to borrowers. “Our agreement means that stuck borrowers will either receive immediate relief or finally see light at the end of the tunnel.”

In March, AFT had sued the Education Department, claiming the administration had significantly harmed the student loan system and violated federal laws. After the court initially sided with the government, the Education Department had paused applications for all student loan forgiveness programs. They argued that the ruling might affect other loan programs as well, especially concerning the SAVE plan from the Biden era.

Meanwhile, the Biden administration used programs like PSLF to forgive billions in student loans for government employees alone, with over $200 billion forgiven for more than 5 million borrowers during its tenure. Plans were underway to target many more for relief.

During this period, the federal government also neglected to enforce student loan payments and extended temporary halts on involuntary collection methods due to the pandemic, leading many borrowers into delinquency.

Weingarten emphasized that AFT intends to hold the federal government accountable, insisting on fighting until college becomes affordable and student loans no longer ensnare millions in a burdensome debt cycle.
