Trump and Vance introduce a new $25 million reward program for fraud whistleblowers

Trump Administration Intensifies Nationwide Fraud Crackdown

The Trump administration is stepping up its efforts in what it calls a ‘war on fraud.’ This includes testimony from independent journalist Nick Shirley, who has highlighted the misuse of taxpayer dollars. During a recent announcement, Assistant Attorney General Colin McDonald stated that over $1 billion has been recovered from trade fraud cases. Additionally, Dr. Oz is involved, revealing millions lost in Medicaid funding due to fraudulent activity at certain adult daycare centers in New York City, which points to a larger systemic issue.

In a recent exclusive update, President Donald Trump is reportedly backing his fraud crackdown with financial incentives. He and Vice President JD Vance are set to announce a $25 million Fraud Whistleblower Incentive Program during a press conference. According to a White House official, this program, referred to as WHIP, will allow eligible tipsters to earn up to $30,000 for information that results in fraud convictions or significant enforcement actions.

On the same occasion, Trump is expected to present Shirley with a $10,000 check for his investigative work concerning suspected fraud in Minnesota. White House spokeswoman Lauren Bis emphasized the administration’s commitment to pursuing those who misuse taxpayer money, stating, “Every day, President Trump’s Task Force to Eliminate Fraud is zeroing in on the rampant abuse of taxpayer dollars and giving Americans the accountability they deserve.” The administration has expressed a zero-tolerance policy toward individuals who steal from the public.

The Justice Department will oversee the new program, allowing Americans to submit fraud tips via fraud.gov, aiming to mobilize ordinary citizens and journalists alike to report suspected misuse of taxpayer funds.

Nick Shirley gained national attention in December 2025 after releasing a video questioning the legitimacy of numerous Somali-run daycare centers in Minnesota. His footage showed empty rooms and interviewed individuals who reported not seeing children at those locations. The White House credits his reporting for prompting increased resources from the FBI and the Department of Homeland Security in the state, which led to investigations and subsequent arrests.

One facility featured in Shirley’s video, Future Leaders Early Learning Center, saw its former CEO, Fahima Egeh Mahamud, plead guilty to charges related to wire fraud and conspiracy to defraud the United States. Prosecutors claim she defrauded the government of over $4.6 million through false childcare claims and $850,000 via a federal nutrition program tied to the Feeding Our Future scandal. Shirley responded to criticisms of his work, asserting, “Well, numbers don’t lie, and convictions don’t lie either,” reinforcing the integrity of his findings.

With this reward initiative, the administration aims to strengthen its broader strategy against fraud in federal benefits programs. The Task Force to Eliminate Fraud was established in March, with Vance serving as its chairman, and is tasked with uncovering fraud, enhancing eligibility checks, and preventing improper payments.

However, to qualify for rewards, merely submitting a tip won’t suffice. The information must lead to a successful prosecution or major federal action.
