California High-Speed Rail Projects Hit with Funding Cancellation

On Wednesday, President Donald Trump announced the cancellation of $4 billion in federal funds designated for California’s high-speed rail projects, which have faced numerous challenges and delays over the years.

These projects have experienced persistent issues related to budget overruns, logistical hurdles, and a lack of demand from potential users.

The sequence of events surrounding the high-speed rail initiative tells a story of what initially appeared to be a groundbreaking idea.

  • 2008: Voters in California approve Proposal 1A, enabling $10 billion in bonds to facilitate a high-speed rail line (often called “Bullet Trains”) aimed at connecting San Francisco and Los Angeles, with costs projected to reach $33 billion by 2020.
  • 2009: The Obama administration allocates more than $2 billion in stimulus funding for California’s rail project.
  • 2010: California lays out the guidelines for the high-speed rail initiative as Jerry Brown is elected governor. He argues that the project will help reduce emissions and address climate change.
  • 2014: Reports from Breitbart News reveal that the rail system may not deliver the promised speed, as various environmental and engineering challenges emerge, further delaying progress.
  • 2015: With costs ballooning to $68 billion, Governor Brown pushes the project forward, despite criticism, and dismisses opponents as “co-sick.”
  • 2019: Newly elected governor Gavin Newsom scales back the project, deeming it “too expensive… too lengthy,” though he supports constructing the central valley portion. Subsequently, President Trump announces plans to restrict the $3 billion already spent, with approximately $1 billion remaining in federal funding.
  • 2021: President Joe Biden allocates the $1 billion that Trump had initially rejected for California’s rail, with Transportation Secretary defending the continued effort.
  • 2023: The Biden Administration announces an additional $6 billion in funding for California’s high-speed rail, which includes more ambitious private sector efforts to connect Los Angeles and Las Vegas through bullet trains.
  • 2024: The CEO of California’s High-Speed Railroad Agency states that the project will need an extra $100 billion, having raised over $30 billion so far, totaling $128 billion, with a new completion timeline pushed to 2024.
  • 2025: Transport Secretary Sean Duffy initiates an audit of the rail project, later releasing a report that finds the original bullet line “has no viable way to proceed.”

Duffy mentioned, “After 16 years and roughly $15 billion spent, not a single high-speed truck has been laid.” He indicated that the department would also look into other federal grants connected to the project.

The U.S. Department of Transportation highlighted that the projected total cost of $135 billion would equate to approximately 200 round-trip flights being available for residents traveling between San Francisco and Los Angeles.
