Virginia Gov. Glenn Youngkin, a Republican, issued an executive order on Wednesday aimed at strengthening election security in the state, including removing foreign nationals from voter rolls and establishing procedures for prosecuting them.
Youngkin’s office issued Executive Order 35 to codify the integrity of the state’s elections through a series of measures, including stricter voting security procedures, increased testing of voting machines, and voter roll management to more thoroughly identify and remove foreign nationals from the voter rolls. The order builds on previous election integrity efforts under his administration, such as a June executive order that updated data-sharing agreements and streamlined the process for removing deceased voters from the rolls.

There have been documented cases of foreign nationals being put on voter rolls, and Virginia’s attorney general announced Wednesday that he has identified and removed more than 6,000 foreign nationals from voter rolls since taking office.
Governor Youngkin’s order specifically targets election participation by non-citizens by directing the Director of Elections to certify in writing that individuals who fail to prove their citizenship will be removed from statewide voter registration lists. Before issuing a driver’s license, the Department of Transportation must also verify the identity and legal status of applicants in Department of Homeland Security (DHS) and Social Security Administration databases.
“We use 100% paper ballots with strict security controls, we use tabulating machines rather than voting machines, we are tested after every election and we are not connected to the internet,” Virginia Gov. Glenn Youngkin said in a statement.
Governor Glenn Youngkin today issued Executive Order 35, codifying the election security procedures implemented during his tenure as Governor, including rigorous ballot security, full and thorough testing of counting machines, and maintaining the best voter roll in the nation.
“Virginia’s election security model works. This is not about Democrats or Republicans, it’s about America and Virginia. Every legal vote should be counted, not compromised by illegal votes or inaccurate machines. In Virginia, we don’t play games. Our election security model works,” said Gov. Glenn Youngkin.
“We use 100% paper ballots with strict storage controls; we use tabulating machines rather than voting machines, which are tested every election and are not connected to the internet; we do not mail out bulk ballots; and we monitor ballot drop boxes 24/7. We update our voter rolls daily, using DMV data and other reputable data sources to verify voters’ legal residency and identity. In addition to adding new voters, we remove those who should not be on the list, including deceased individuals, individuals who have moved, and foreign nationals who attempt to register mistakenly or maliciously,” Governor Glenn Youngkin continued.
