Trump Issues National Emergency Order for Cuba

On Thursday, President Donald Trump announced a national emergency in relation to Cuba through an executive order. He accused the communist government of collaborating with foreign adversaries and terrorist organizations, while also targeting nations that provide oil to Cuba.

The executive order highlights that the actions of the Cuban government pose “an unusual and extraordinary threat to the national security and foreign policy of the United States,” largely originating from outside the U.S.

To combat this perceived threat, Trump mandated the development of a tariff system allowing additional tariffs on foreign imports that directly or indirectly support Cuba’s oil supply, as outlined in the order.

The administration indicated this move represents a substantial increase in U.S. pressure on Cuba, aiming to protect national security interests.

In the order, Trump claimed that Cuba supports various hostile entities, including nations like Russia, China, and Iran, as well as terrorist groups such as Hamas and Hezbollah. Additionally, he remarked on Cuba’s role in hosting Russia’s significant foreign signals intelligence facility, suggesting that the country is intent on acquiring sensitive U.S. security information.

Further, he pointed to Cuba’s relationships with transnational terrorist organizations, evidencing cooperation with groups like Hezbollah and Hamas.

Trump also criticized Cuba’s human rights situation, alleging the regime persecutes political opponents, restricts freedom of speech, and retaliates against the families of peaceful protestors.

“The United States will not tolerate the abuses of the Cuban regime,” he stated, underscoring his commitment to supporting the Cuban people’s aspirations for freedom and democracy.

Under this order, the Commerce Department will decide whether foreign countries are providing oil to Cuba, either directly or via intermediaries. The State Department, along with the Treasury, Homeland Security, and Commerce Departments, will collaborate to figure out the appropriate tariff levels to impose.

The monitoring of the national emergency has been assigned to Secretary of State Marco Rubio, who will report back to Congress, while the Commerce Department keeps tabs on which nations are supplying oil to Cuba.

The White House described the executive order as a measure to protect U.S. interests from Cuba’s “malign actions,” positioning it as part of Trump’s broader strategy to confront threats to U.S. security.

This order builds on prior Cuba policy adopted during Trump’s first term, which rolled back the more conciliatory approach taken during the Obama administration.

According to schedules, the executive order is set to take effect on Friday.

As of now, there hasn’t been a response from the White House regarding additional inquiries on this matter.
