Trump Signs Executive Order After Recent Shootings
On September 25, 2025, President Donald Trump signed a Presidential Memorandum in response to recent shootings at a federal immigration facility in Dallas. The order called for federal agencies to “dismantle the domestic terrorist network.”
This directive also allowed the IRS to revoke tax-exempt status for organizations involved in such activities.
Just days before, on Thursday, Trump formally designated ANTIFA as a domestic terrorist organization. The White House described ANTIFA as part of “militarist, anarchist corporations” aiming to overthrow established governmental and legal systems through illegal actions and violence.
The memorandum tasked the Department of Justice, FBI, Homeland Security, and Treasury with efforts to dismantle what it termed “radical left-wing domestic terrorist organizations.”
The push for these actions followed a shooting at an Immigration Customs Enforcement facility in Dallas. Investigative findings revealed “anti-ice” markings on shell casings found at the scene, suggesting a political motive. Although the shooter had leftist sentiments, authorities have yet to connect the individual to any specific group. Nonetheless, Trump highlighted the incident as a sign of growing domestic threats, emphasizing the need for federal intervention.
Interestingly, a former Department of Justice official noted that U.S. law lacks formal methods for designating domestic groups as terrorists, unlike protocols for foreign organizations. This raises questions about whether the order carries real legal implications or serves more as a symbolic gesture.
“ANTIFA isn’t a structured organization; it’s more of an ideology than a single entity,” said Mary McCord, former Justice Department employee. “This brings up serious constitutional and practical issues when the government attempts to ‘dismantle’ it.”
ANTIFA has described its operational structure as follows:
- Local Affinity Group: Activists form small, self-organized groups in various cities or regions, often temporary.
- Meeting: Some ANTIFA groups hold informal meetings, typically in small circles.
- Online Activities: Many activists use encrypted messaging apps and social media for coordination and information sharing.
