UCare Health Insurance Company Closure: What We Know
UCare is set to shut down in 2026, with Medica taking over the management of existing health plans in the Medicaid, family, and individual markets. Established over four decades ago, UCare primarily served low-income policyholders relying on Medicaid, but it has faced challenges with escalating healthcare costs in recent times.
UCare is Shutting Down
Details reveal that Medica’s acquisition of UCare health plans was confirmed in a joint announcement. Medica CEO Lisa Erickson emphasized that as a nonprofit, community-based health plan, Medica has a strong history of supporting Minnesota’s residents, guided by valuable relationships with providers and customers. This integration is seen as a way to enhance the healthcare experience for the people in Minnesota.
Both organizations operate as nonprofit health maintenance organizations (HMOs) and are based in Minnesota. UCare has provided medical and government services to over 300,000 members throughout the state and parts of Wisconsin.
However, UCare has grappled with challenges in the healthcare market recently. Earlier this year, the company announced it would be reducing Medicaid coverage and would exit the Medicare Advantage market entirely. The recent announcement marks a turning point for UCare following a series of declines.
UCare Reports $500 Million in Losses
In terms of financial performance, UCare struggled significantly, reporting a net income loss of nearly $500 million for 2024, which comes shortly after a reported surplus of $325 million. The company attributed the previous surplus to unusual circumstances stemming from the pandemic.
According to its 2022 financial report, UCare indicated they had taken measures to safeguard against adverse events, with updated financial estimates and future pricing projections. Despite these reassurances, losses continued to accumulate, and UCare’s management faced challenges, leading to a restructuring plan with state regulators. The Commerce Department, however, did not provide additional public information regarding the restructuring status.
UCare’s President and CEO Hilary Marden Reznik stated that Monday’s announcement is crucial for stabilizing health insurance for vulnerable populations in Minnesota, highlighting the importance of maintaining access to insurance for these residents.

The service cuts previously announced by UCare impacted policyholders throughout Minnesota. Specifically, Medicaid plans were cut in 11 counties, affecting over 88,000 individuals. With the termination of the Medicare Advantage contract, UCare began seeking opportunities to transition its members to an organization with a similar community-focused mission.
While the acquisition still needs regulatory approval, both companies expect the deal to be finalized by the first quarter of 2026. They are committed to ensuring a smooth transition for UCare’s remaining policyholders, stating that individuals enrolled in UCare’s 2026 Medicaid and Individual and Family Plans will not experience any disruption in services.
