UK Speech Regulator Ofcom Begins Investigation into Elon Musk's X

Ofcom Launches Investigation into X’s Grok AI over Deepfake Images

On Monday, British broadcasting regulator Ofcom announced a formal investigation into Elon Musk’s social media platform, X, concerning the Grok AI’s alleged role in generating deepfake sexual images.

Ofcom, which has the authority under the Online Safety Act to impose fines up to £18 million or even ban platforms that fail to meet legal standards, stated it would delve into whether X is fulfilling its responsibilities to protect the UK public from illegal content. This decision follows reports about the disturbing creation of such images using Grok AI.

A spokesperson for Ofcom expressed concern, saying, “Reports that Grok is being used to create and share illegal, non-consensual intimate images and child sexual abuse material on X are deeply disturbing.” They emphasized the necessity for platforms to safeguard the British populace, particularly minors, from illicit content.

“We will proceed with this investigation as a matter of utmost priority,” they noted, assuring that the investigation would adhere to legal protocols.

The controversy surrounding X escalated when users discovered they could manipulate Grok AI to produce sexualized images of well-dressed women, even creating fake bikini pictures. There have also been reports of AI generating sexual images of children. In light of these issues, X chose to limit Grok’s capabilities for image generation to paid users to restrict the creation of explicit child images.

However, UK’s technology secretary, Liz Kendall, criticized this action, calling it insufficient and completely unacceptable, particularly if individuals are being charged for it. She indicated that the government would support Ofcom’s decision to ban X if it didn’t comply with the Online Safety Act standards.

Elon Musk has reacted to the situation by accusing the UK government of behaving like a “fascist” state, suggesting they are merely seeking an “excuse” to ban X. He has often clashed with the London government over freedom of speech, pointing out the troubling rise in arrests linked to online comments.

As a vocal critic of UK immigration policies, Musk has also pressured the government to address issues surrounding the exploitation of young girls by grooming gangs, criticizing local authorities’ inaction.

In addition, U.S. Undersecretary of State Sarah B. Rogers raised concerns over the UK government’s commitment to protecting women and children, referencing past comments by some Labor Party officials who seemed to downplay grooming scandals.

Meanwhile, U.S. Representative Anna Paulina Luna announced her intention to introduce a bill in the House of Commons that would impose sanctions on Prime Minister Keir Starmer and the UK if a ban on X were implemented.

British Deputy Prime Minister David Lammy recently discussed with J.D. Vance the issue of Grok generating sexualized images, agreeing that such practices were “totally unacceptable.”
