Shooting Incident Involving Carlitos Ricardo Parias

Details have emerged about Carlitos Ricardo Parias, who reportedly attempted to ram his vehicle into an agent’s car during his arrest, leading to a self-defense shooting by federal authorities.

Parias, originally from Mexico, had prior encounters with law enforcement before the shooting on Tuesday. He gained attention by documenting and live-streaming U.S. Immigration and Customs Enforcement (ICE) and Border Patrol activities on social media.

Known as “Richard LA,” he received recognition from Karen Price, a Democratic councilwoman in Los Angeles, for his work on TikTok, where he covered ICE operations. Following the shooting, Price shared a post on her official Instagram, highlighting Parias’s contributions as a “fearless citizen journalist.”

Deputy U.S. Attorney Bill Esseri provided visual evidence from the incident, which depicted Parias maneuvering his vehicle while encircled by federal agents. Esseri confirmed that the suspect was indeed Parias.

Witnesses reported that Parias collided his Toyota Camry with law enforcement vehicles, causing smoke and debris to fill the air, which clearly alarmed the agents involved. Despite attempts to break the driver’s side window, authorities struggled to gain control of the situation.

Matthew Seedorf, a reporter with L.A. Fox, noted that the efforts to apprehend Parias persisted for approximately 15 minutes before shots were fired. Footage provided by bystanders captured the sounds of screeching tires, which coincided with Esseri’s account of the events.

Both Parias and a federal marshal sustained injuries from the shooting, but officials expect that they will recover fully.

Esseri informed that Parias is a 44-year-old undocumented immigrant residing in South Los Angeles and is currently facing criminal charges for assaulting a federal officer, leading to potential imprisonment of up to eight years if convicted.

Esselli asserted, “Vehicles are deadly weapons,” emphasizing the seriousness of using them against federal personnel. He added that such actions could result in arrest, imprisonment, and significant danger.

Assistant Secretary of the Department of Homeland Security, Tricia McLaughlin, previously criticized Democrats for fostering a hostile environment for federal workers engaged in legitimate operations.
