US sanctions 6 Beijing, Hong Kong authorities for ‘undermining’ region’s autonomy

The State Department has approved six Beijing and Hong Kong authorities who said Secretary of State Marco Rubio is “engaged in actions or policies that have degraded Hong Kong's autonomy in connection with cross-border oppression targeting individuals targeting US residents.”

Rubio announced Monday that it “indicates the Trump administration's commitment to retaining people in Hong Kong to account for those who respond by robbing people of protected rights and freedoms or by robbing them of those who commit cross-border oppression to the US soil or the people of the US.”

Those approved include Sonny Chi Kwong Au, executive director of the Committee to Protect Hong Kong's National Security, and Raymond Chak Yee Siu, police chief of the Hong Kong Police Force. The other four approved were identified as Dong Jing Wei, Dick Chun Chun Wong, Margaret Wing Ran Chiu and Paul Ting Kwok Lamb.

“Officers in Beijing and Hong Kong have used Hong Kong's national security law outside the territory to intimidate, silence and harass 19 democratic activists who were forced to flee abroad, including US citizens and four other US residents,” the State Department said.

According to the State Department, Lam is “attorney general and Hong Kong in the local government's ministerial category, responsible for or involved in the development, adoption and implementation of national security laws.”

Hong Kong lawmakers have passed unanimously controversial security laws and have recognized opposition that curbs government powers.

“Any property and profit on the property of the above-mentioned authorized persons in the United States or owned or controlled by a person in the United States, in accordance with EO 13936, is blocked and must be reported to the Department of Treasury's Office of Foreign Assets Control (OFAC).”

“In addition, all individuals or entities that have direct or indirect ownership are blocked by more than 50% by one or more blocked people,” it continued.

According to the State Department, “in the United States (or through) including property or profit to any property or other facility unless permitted by any transaction by a person in the United States or by a license granted by a designated person's property or other facility or otherwise exempt from the license.” “These prohibitions include the enactment of contributions or provisions of funds, goods, or services by or for the benefit of a blocked person, and the receipt of contributions or provisions of funds, goods, or services from such persons.”
