Utah judge turns down GOP redistricting plan, establishes Democratic district

A district judge in Utah has dealt a significant blow to Republicans by rejecting a congressional district map created by the Republican-controlled state Legislature. Instead, Judge Deanna Gibson approved an alternative that favors Democratic-leaning districts ahead of the 2026 midterm elections.

Currently, Republicans hold all four congressional districts in the state. However, Judge Gibson ruled late Monday that the Republican-drawn maps were biased against Democrats. This decision comes as Utah is becoming a critical battleground in the ongoing redistricting wars, which are heavily influenced by former President Donald Trump and both political parties as they strategize for the House majority.

The redistricting dispute was ignited by a lawsuit from the League of Women Voters of Utah and Mormon Women for Ethical Government, prompting Gibson to dismiss the existing congressional map. Notably, Trump won Utah by around 22 points in the last presidential election.

The judge’s ruling requires the state Legislature to create a new map, which they had attempted to finalize last month. Gibson’s order is in line with a voter-approved ballot initiative that updated Utah’s redistricting standards to curb gerrymandering.

Instead of accepting the Republican legislators’ map, the judge favored one of the proposals from the plaintiffs. Under the ruling, most of populous Salt Lake County will be consolidated into a single congressional district, effectively addressing the previous division of Democratic-heavy counties across all four districts.

Democrats have not held a seat in Utah since the early 2010s, so the national Democratic leadership expressed approval of the decision. DNC Chairman Ken Martin stated that the ruling reflects the state’s diversity and accused the Utah Republican Party of attempting to manipulate map-making due to their declining influence.

On the other hand, Republicans voiced their discontent with the ruling, claiming that Judge Gibson overstepped her authority by making decisions that have not received Congressional approval. Utah GOP Chairman Robert Axon criticized the decision as judicial overreach, referring to it as an example of a judge acting above the law.

This ruling comes shortly after California voters passed Proposition 50, which allows the Democratic-controlled Legislature to bypass bipartisan redistricting commissions and redraw maps more favorable to Democrats. This new measure may create five additional Democratic-leaning congressional districts in California, countering redistricting efforts in Republican-leaning states like Texas.

Governor Gavin Newsom remarked on the implications of the ruling, emphasizing the importance of the Democratic response to Trump’s efforts. He indicated that Democrats would work nationally to combat any redistricting strategies that could undermine their positions.

As various states—including traditional blue states like Illinois and Maryland, as well as red states like Indiana and Florida—consider their own redistricting efforts, the political landscape is becoming increasingly complex and nuanced ahead of the next congressional elections.
