Virginia’s Office of Diversity, Equity and Inclusion Revamped

Virginia’s Office of Diversity, Equity, and Inclusion is seeing a significant revival with a new director and an influx of millions in taxpayer funding.

Dr. Sesha Moon has taken the lead, appointed by Democratic Governor Abigail Spanberger in December. This move marks a return to the agency’s more progressive roots, following attempts by Republicans to reform it. The recent state budget allocates over $1.8 million yearly to the DEI Office for the years 2025 and 2026.

This funding is notably larger than the annual budget for the Governor’s Office of Government Affairs and Intergovernmental Relations, and even surpasses budgets for various significant state agencies. The DEI Office’s budget aligns closely with the budget for the judicial branch’s research and coordination efforts.

However, details are ongoing; Moon did not respond to inquiries from the Daily Caller News Foundation but previously mentioned her ambition to “advance a future where all Virginians have access to opportunity,” emphasizing outreach to underserved communities.

The establishment of this office has been mandated since 2020, requiring its leaders to create inclusive practices within state government, address systemic inequities, and implement policies based on stakeholder feedback.

Former Governor Glenn Youngkin attempted to shift the focus from equity to opportunity within the office, appointing a critic of DEI to lead it. However, his proposal to redirect DEI funding was rejected by Democrats.

Now, considerations are underway for an additional $3.6 million for the office after Democrats regained control in the recent elections.

Dr. Moon’s credentials are impressive; she has received multiple accolades, including the DEI Pioneer Award from Harvard, and was recognized as the first Black queer woman to establish an endowed scholarship at Virginia Commonwealth University.

Spanberger’s selections for key positions have ties to the Biden administration, showcasing a commitment to continuing a progressive agenda. Moon had previously served as Chief Diversity Officer for a science laboratory at the Department of Commerce.

The push for DEI initiatives in public institutions was framed by President Moon as a “constitutional obligation,” responding to growing criticism. “I approach this work from a really nonpartisan perspective,” she noted. “For me, DEI is not a red or blue issue. It’s about ensuring representation across all regions.”
