On Monday, President Trump declared that he has taken command of the Washington, D.C. police station and is sending national security forces into the city to address crime.
“Our capital is overwhelmed by violent gangs, reckless criminals, rioters, drug users, and homeless individuals. We will not allow this to continue. We simply won’t stand for it,” the president stated.
He has invoked Section 740 of the District of Columbia Home Rules Act to take control of the Metropolitan Police Department (MPD). This legislation was enacted in the 1970s to help manage local issues in D.C.

What is the Home Rules Act?
The Home Rules Act emerged from ongoing efforts for residents of D.C. to gain autonomy over local matters.
In 1790, Congress established the federal district to serve as the nation’s capital. The Constitution specifies that such districts fall under the jurisdiction of the legislative branch. D.C. residents can participate in presidential elections, possessing three electoral votes, but lack congressional representation for legislation.
Following the enactment of the 1973 Home Rules Act, D.C. was granted both a city council and a mayor. However, even with this local government in place, Congress continues to review all laws passed by the council and retains authority over the district’s budget.
What is Section 740?
Section 740 is a provision of the Home Rules Act that stipulates if the president identifies “special conditions of urgency,” the mayor of D.C. is required to provide “the services of metropolitan police as the president deems necessary and appropriate.”
The president can only wield this power for a maximum of 48 hours unless a justification is provided to Congress. Even with notification, this authority cannot extend beyond 30 days.
Why did Trump invoke Section 740?
Trump threatened to federalize law enforcement following an alleged carjacking incident involving a young man in Washington two weekends prior. The individual, identified as Edward Coristine, had previously attracted attention through his association with Elon Musk’s Department of Government Efficiency (DOGE).
Last week, Trump shared a post on social media showing images of Coristine’s injuries, expressing his frustration with crime in the capital. However, he did not mention Coristine by name in that post. The president remarked that if D.C. doesn’t align with his actions, he would have no choice but to take control over the city immediately.
