White House directs agencies to get ready for widespread layoffs during a government shutdown

Trump Administration Prepares for Possible Shutdown Fallout

WASHINGTON – The Trump administration is urging federal agencies to brace for severe consequences, including potential mass shootings, if a government shutdown occurs on October 1.

A memo from the Office of Management and Budget (OMB), which was released by the agency on Wednesday evening, focuses on employees associated with programs that are not mandatory during partial government shutdowns.

OMB director Russ Vought stated in the memo that it was imperative for the administration to get ready for a shutdown if Democrats chose that route.

He emphasized that when the 2026 budget is finalized, adjustments might be needed for the reduction in force (RIF). The proposed RIF plan would need to be submitted to the OMB to ensure that essential staffing levels are maintained for statutory functions.

This memo also reflects the administration’s strategy to make the impact of potential shutdowns particularly challenging for Democrats.

Democratic leaders, aiming to turn the government shutdown narrative in their favor, have accused the administration of using the memo as a form of “blackmail” to leverage concessions from President Trump regarding healthcare policies.

Senate minority leader Chuck Schumer (D-NY) criticized Vought, asserting that his threats were excessive and unnecessary. He called it a clear tactic to intimidate federal workers.

Schumer also highlighted that Trump’s actions against federal employees began at the start of his term. He argued this approach has no genuine connection to government funding issues, suggesting that any resulting terminations could be overturned legally or reversed through new hiring initiatives.
