Why some schools have decided to stop celebrating Halloween

Halloween Celebrations Canceled in Some Schools

Some schools are canceling Halloween events due to a mix of religious beliefs, cultural considerations, and concerns about student participation. This decision typically leads to children missing out on dressing in elaborate costumes and gathering sweet treats.

Over the years, many school districts have either completely scrapped or significantly modified Halloween celebrations, prompting pushback from various communities. This illustrates the growing complexity of cultural and religious sensitivities that schools contend with.

“They have a lot of things to balance,” noted Leandra Paris, who is with the National Association of School Psychologists. “It’s always about weighing the rights of all students with fairness, and it definitely gets complicated.”

For the second consecutive year, the Houston Independent School District, Texas’s largest district, imposed new limits on Halloween festivities. According to the Houston Chronicle, the celebrations are capped at an hour and must connect to educational objectives. While elementary students are allowed some costume options, middle and high schoolers are not permitted to wear costumes at all.

A poll from Education Week found that 27% of educators reported their schools have banned costumes altogether, while 67% still permit them.

Not everyone agrees with curtailing Halloween celebrations. Keri Rodriguez, a mother of five and the president of the National Parent-Teacher Union, expressed that her sons really look forward to Halloween, calling the debates around it a “weird battle.” She acknowledges that administrators are trying to be inclusive but believes Halloween should be part of American culture.

“It’s a longstanding tradition in the U.S.,” she said. “I think we can find ways to be inclusive without excluding those who are excited about it.”

Religious concerns complicate matters. Several groups, including Jehovah’s Witnesses and various sects of Judaism, Islam, and Christianity, do not celebrate Halloween. “Halloween events can create unintended barriers,” remarked Sandra Chaforeas, a professor at the University of Connecticut, emphasizing the importance of creating welcoming environments for everyone.

Notably, the South Orange and Maplewood school districts in New Jersey made headlines in 2023 when they canceled all Halloween events. This wasn’t a new issue for schools; for instance, Seth Boyden Elementary had already removed Halloween celebrations back in 2015 due to absenteeism and low engagement, opting instead for a fall festival where families could enjoy activities like pumpkin decorating.

“It’s a wonderful time for families to come together and celebrate fall and our community,” said Principal Shannon Grander, adding that this alternative was met with enthusiasm.

Costumes in particular pose a significant dilemma for schools. While respecting First Amendment rights, administrators must also navigate potential distractions and inappropriate costumes. “In terms of costume policies, schools have to uphold what’s called the Tinker Standard. This was established by a court ruling in the late ’60s, indicating that students’ freedoms shouldn’t infringe upon the rights of others, but this can be quite tricky to implement,” Paris explained.

Not all families can afford costumes, turning this into another issue of socioeconomic disparity. The National Retail Foundation reported that costume spending exceeded $3 billion last year.

Teachers, too, face challenges on Halloween, as managing excited students can become difficult amid all the distractions of costumes and anticipated treats. “Teachers often mention how chaotic Halloween can be,” noted Jennifer Fredricks, a psychology professor at Union College. “Kids often find school boring. Celebrations like this might actually foster community, which can be really important for them.”
