Zelenskiy Appoints New Chief of Staff Amid Ongoing Conflict

KYIV, Ukraine – President Volodymyr Zelenskiy has appointed General Kirillo Budanov as his new chief of staff, a move that comes as the United States ramps up its diplomatic efforts to resolve nearly four years of Russian aggression.

Zelenskiy emphasized that Ukraine must concentrate on security, defense development, and peace negotiations—all areas under the purview of the presidential administration—when announcing Budanov’s appointment.

The president previously dismissed his former chief of staff, Andriy Yermak, following the launch of an investigation into corruption allegations in the energy sector.

At just 39, Budanov is already a well-known figure in Ukraine, having led the military intelligence agency, GUR, since 2020. His career in military intelligence took off after Russia’s annexation of Crimea in 2014, during which he participated in special operations against Moscow-backed separatists in eastern Ukraine. It’s worth noting that he was reportedly injured in one of these operations.

Since the full-scale invasion commenced, Budanov has become a key spokesperson for Ukraine’s intelligence operations, often appearing in interviews to convey strategic messages while applying psychological pressure on Russia. His warnings about Russia’s long-term intentions have painted the conflict as an existential battle for Ukraine’s sovereignty.

Under Budanov’s leadership, GUR has expanded its operations significantly, targeting Russian military capabilities through intelligence, sabotage, and special operations. Ukrainian officials credit military intelligence with numerous operations aimed at vital Russian assets, even reaching deep into occupied territories.

His elevation to chief of staff represents a notable shift, placing him at the heart of Ukraine’s political and diplomatic coordination efforts. Zelenskiy highlighted Budanov’s expertise in these areas, claiming that he has what it takes to achieve meaningful results.

Budanov himself expressed on Telegram that accepting this role is both an honor and a significant responsibility, especially given the current strategic security challenges facing Ukraine.

In troubling news from the conflict, Russian authorities reported that a Ukrainian drone strike on a cafe and hotel in the occupied Kherson region has resulted in at least 27 fatalities. This incident has drawn strong denial from Kyiv regarding any attacks on civilians.

Svetlana Petrenko, a spokesperson for Russia’s Investigative Committee, indicated that the casualties included two minors, while many others were injured during a New Year’s celebration in the village of Korly. Ukrainian General Staff spokesman Dmytro Likhovy refuted the claims, asserting that Ukraine strictly adheres to international humanitarian law, targeting only military objectives.

Complicating diplomatic efforts, U.S. Special Envoy Steve Witkoff recently shared that he had a productive discussion with senior officials from multiple nations focused on advancing peace talks in Europe.

However, U.S.-Russia negotiations faced setbacks when Russia announced it would reinforce its negotiating stance following a drone attack that reportedly targeted President Vladimir Putin’s residence. Ukraine has denied involvement, suggesting that Russia’s claims are simply tactics to disrupt ongoing negotiations.

In his New Year’s address, President Zelenskiy stated that a peace agreement was “90% ready,” but cautioned that the remaining details—particularly territorial issues—are crucial for determining the future of peace in Ukraine and Europe.

In other developments, Zelenskiy reported that Russian strikes have continued in Kharkiv, injuring at least 15 people, and a recent drone assault in Zaporizhia caused significant damage without casualties. According to the Ukrainian Air Force, of the 116 drones launched by Russia, 86 were intercepted.

Additionally, Russian officials noted that their air defense systems intercepted numerous Ukrainian drones, highlighting the ongoing volatility in the region.

Reports from Belgorod indicate that a Ukrainian missile strike caused damage to civilian properties and resulted in injuries, underscoring the conflict’s impact across borders.
